The Architectural Review Committee (ARC) reviews homeowner requests for exterior alterations and provides recommendations to the HOA board. Our mission is to help homeowners achieve their proposed modification while remaining in compliance with HOA rules and regulations. Just about anything you do to the exterior of your home requires submitting an External Alteration form. Work done inside the home is exempt from the process. We encourage any homeowner planning external work on their home to contact us early in your deliberation so we can help you understand what’s permissible and the process to obtain approval.
You must complete a request for exterior alteration form for all external architectural changes. There are both Word and pdf versions of the form available below. A typed signature is acceptable. Please send your request and supporting documentation to ARC@Woodlands55.org. We have been having some difficulty with that address. Please email me directly at daveprilut@gmail.com if the Woodlands55 address is rejected.
There is a free Adobe Acrobat Reader that enables you to type responses on the pdf version and avoids use of a scanner. Instructions on how to access and use the free Acrobat Reader are available below with other downloads.

If you don’t have access to Word or a scanner, Sophia has agreed to scan your documents and submit them for you if you drop them off at the clubhouse for her. As a last resort we will accept individual photos of each page of the form but that creates more work for us volunteers.
A copy of the HOA Rules and Regulations is below. Review it for guidance on your planned project. THE RULES ARE BEING REVISED AND HAVE BEEN TEMPORARILY REMOVED. The HOA Rules and Regulations make reference to The Declaration several times. The Declaration is the legal document between The Woodlands and West Goshen Township. It is the controlling document and defines what is permissible in the community.

A homeowner only owns their house structure. All the property surrounding the home is part of the Common Facilities of the community and is owned by the HOA. A homeowner does have exclusive use of the Limited Common Facilities of a property. It includes the sidewalk leading to the front door, driveway, and front and rear yard areas. The area directly behind the unit is called the Limited Common Element. It extends a maximum of 15 feet from the covered porch. (Most homes have 15’, some only 8’ a few have none). For those homes without an NV covered porch, the LCE starts at the foundation of the home.
Homeowners can install a patio or other structures in the Limited Common Element behind their home, with HOA approval. The West Goshen Township noise ordinances states that construction noise that is audible across a property line is only permitted from 7:00am until 7:00pm Monday through Friday, from 9:00am until 5:00pm on Saturday and not at all on Sundays and legal holidays.
Generally the HOA board decision is reached with 14 days. Sometimes sooner, and at times it can take as long as 30 days.
The HOA board has delegated approval authority to the chair of the Architectural Review Committee for a few select projects. For these, approval is typically granted within a few days. Projects that qualify for expedited approval include handrails, vent guards, small landscaping projects done by the homeowner. The full list is available in the Download section below.
General maintenance done by the homeowner and plantings in the NV and approved flower beds by the homeowner of annuals or small shrubs do not need approval. Anytime a contractor is employed an Exterior Alteration Request is required to ensure a Certificate of Insurance is provided.
Section 16E of the HOA Rules & Regulations specify that landscaping can be installed within 4' of a units perimeter, with HOA approval.
Only propane fueled fire pits are permissible. Wood burning fire pits are a violation of the Township fire code if placed within 15' of the house structure.
Fullview interchangeable and fullview retractable are permitted but not 1/2 or 3/4 light panels
If a homeowner wishes to change the color of their their front door or shutters they must choose one of the NV colors. The list of colors is in an attachment below. The Meadow style was offered for the first group of homes built. The Terra for the next. NV has moved on to a 3rd color selection for homes yet to be built.
Generally homeowner installed trees is only permitted in a units Limited Common Element. Exceptions may be granted, with HOA Board approval, for those units that have no homes behind them to not be exposed to Aram Ave or an unsightly buffer/ravine area.
NV Homes offers floodlights as a buyer option. With HOA Board approval, homeowners can add floodlights that point down and away from neighbors with a maximum brightness of 1250 lumens per bulb or post lamps not exceeding 75" from the ground to the light socket with similar brightness restriction.
Yes. While these projects are routine maintenance you are still required to submit an Exterior Alteration Request form to ARC to ensure we have a certificate of insurance for the contractor. It will receive expedited approval if the proper COI is provided.
